Welcome to the AWE Newsletter – December 2020

 

 

Thanks for taking the time to read this, our last AWE newsletter for 2020. Writing the newsletter each month has been a labour of love for me. I know that to prioritise the time to connect with you all and find out what you are all up to, and share our news, is important, especially when we haven’t been able to meet in person.
 

Oh how I have missed you all.
As restrictions on movement and travel start lifting, I am excited at the prospect of seeing many of you again soon. You can find out about upcoming AWE events in this newsletter. Why don’t you celebrate by organising an AWE event?

We are proud of all we have achieved, in these exhausting and challenging last 12 months; drought, bushfires, floods, storms, global pandemic, economic crisis, bushfires, storms … And for many of us who work and volunteer in the emergency sector, we have not only had to navigate the challenges of a global pandemic and all that has brought with it in our personal lives, we have also continued to invest and commit ourselves to our careers and roles supporting others who need a hand. I am so proud of our AWE members, and the incredible contribution women make to our communities, and our sector.

As Helen Reddy so beautifully sang,

Oh yes, I am wise
But it’s wisdom full of pain
Yes I’ve paid the price
But look how much I’ve gained
If I have to
I can do anything
I am strong
I am invincible
I am woman

In the musical chairs of life, when the music stopped with COVID, I was lucky to have landed in this little piece of paradise I call home. After having spent most of the first 6 months of 2020 away from home working with people after the bushfires, and wishing for more time at home, these last 5 months I have been at home every day. For someone who has travelled regularly and globally with my work for the last 20 years, this has been joyous for me. I’ve been able to balance time in front of my computer, doing, with time, being, working on my property and in my garden, walking (in blissful solitude) in the beautiful Dandenong Ranges bush, parks and gardens, pondering the meaning of life with my chickens and bees, staring into the fire place as winter came and went, and luckily I’ve had enough friends within my 5km zone to meet regularly for exercise and gossip. It’s been a time of quiet and reflection, (sometimes too quiet and too reflective) and now I am hopeful and excited for a re-emergence with a renewed focus on what matters to me, what I value, what I care about, what I want to do, and how I might prioritise my time and thoughts to make a meaningful contribution, while making sure I enjoy the now and not wish it away or forgotten.

AWE AGM, Committee Election and End of Year Celebration – 17th December


AWE members are invited our AGM and end of year celebration at 5pm (AEDT) on Thursday 17th December.

We’ll share the year’s achievements at the AGM with all our members, followed by a fabulous networking event to celebrate the year that has seen us stay together and be together in different ways.

Thursday 17th December 2020 at 5pm via Zoom (details below), followed by an end of year celebration. This is the first AGM since the Network was registered as an incorporated Association on 22 May 2019.

1.    To receive Committee Reports from the last preceding financial year
2.    To elect officers of the Network and the ordinary members of the committee, by poll.
3.    To receive and consider the financial statement submitted by the Network to members in accordance with section 100(1) of the Associations Incorporation Reform Act 2012 (Vic).

AWE Mentoring Program

The AWE Mentoring Program was launched in early 2020 and now has 14 registered Mentees, 16 registered Mentors, and 3 mentoring relationships.  We have held two Mentoring events, with Mentees having the opportunity to meet one another over Zoom, and both Mentors and Mentees enjoying an online ‘pool party’.  It is great to know that the AWE Network members who are participating in the Mentoring Program are enjoying the benefits that having a mentoring relationship can bring.  I encourage everyone to think about whether a mentoring relationship would be useful as 2020 draws to a close and 2021 is about to begin.

AWE Philippa Woolf Scholarships

In 2020 AWE was thrilled to introduce the Philippa Woolf Scholarships.

These two full scholarships were available for AWE members to study a Diploma of Public Safety (Emergency Management) and an Advanced Diploma of Public Safety (Emergency Management) at ACIM Solutions.

AWE members Christina Hanger and Alicia Whiley were the 2020 scholarship recipients, and both commenced studying this year.

Christina said, “ACIM Solutions have been very supportive and flexible to study with. They have been understanding and supportive throughout 2020, which with all the uncertainty and additional demands from COVID-19 restrictions and lockdowns in Melbourne, has been very appreciated. Genuinely enjoying the opportunity to study with them and learn from the wealth of experience Philippa, the resources and the team have to offer. Thank you again for the opportunity.”

The Philippa Woolf scholarships will be available again in 2021.

 

 

 

 

AWE ACT Chapter

2020 has been a year of learning for me. It was always going to be about formal learning, as I began a PhD this year. But my informal learning has been just as important. Much of it has come about through the year’s emergencies, and their impacts on family and friends in the Canberra region. Lost houses, post-bushfire PTSD, unemployment and enforced social isolation … these have had very real impacts on people I love. But at the same time, I’ve also had the chance to meet up with some extraordinary people who do amazing work to reduce the impacts these emergencies can have on people’s lives. These people aren’t always in the emergency sector – they’ve been in local government, in health, in academia and more. They provide me with the knowledge that it’s possible to make positive steps into our uncertain future.

On an equally important note: AWE members in the Canberra region should make a note in their diaries that AWE Christmas drinks are on at the Hotel Realm – 5:30 PM, Friday 11th December.

AWE Member Profile – Dr Hannah Macdougall
(our very own AWE Mindfulness and Breathwork Coach)
currently training for the 2021 Tokyo Olympics


“Life with a Smile. Live with a Purpose. Live in the Moment.”

Dr Hannah Macdougall has a strong curiosity when it comes to happiness, well-being, and mindfulness. This is combined with a desire to help her fellow human beings (not human doings…) create meaningful connections to promote mental health and well-being across all facets of life.

Hannah’s world view has been shaped by an elite athlete career spanning over twenty years across two different Paralympic sports, a lived experience as an amputee, work within inclusion and diversity, leadership and community engagement facilitation skills, and a PhD in athlete well-being; there is no shortage of legsellent puns.

Delving a bit deeper into Hannah’s sporting highlights, Hannah held the World Record for 50 metres backstroke in classification in a time of 36.70 from March 2002 to June 2003.  She broke this many times in various competitions during this period. Hannah has represented Australia on an international level since 2001 in numerous international, national and state competitions in both swimming and cycling. She has captained the Australian Swimming Team at both a World Championships and Paralympic Games. More recently, Hannah bought home two silver medals from the 2018 UCI Cycling Road Para World Championships in the individual time trial and road race. Hannah is currently aiming to represent Australia at the 2021 Tokyo Paralympic Games in the Time Trial and Road Race. As such, she is currently training 25 hours per week in her bid to qualify for the 2021 Tokyo Paralympic Games.

When Hannah isn’t training, she works to build community resilience in her role as Senior Advisor Community Programs and Campaigns at the Victoria State Emergency Service. Through her role, Hannah is aiming to build capacity, increase collaboration, and foster connections within the community.

Hannah has won many awards for her achievements both sporting, community and academic.  Highlights include the 2019 Disability Sport and Recreation Female Sportsperson of the Year, 2017 Victorian Disability Awards finalist, and the 2017 Victorian Institute of Sport Sarah Tait Spirit Award. Hannah was also the Young Citizen of the Year Award for the City of Stonnington in 2001.  This was an award for her sporting achievements, her dedication and commitment and her community involvement at St Martin’s parish.

Hannah is an ambassador and inclusion advocate for non-profit organisations such as Traveller’s Aid Victoria, Just BU, and is in the Leadership team for Paralympics Australia.

AWE Events

 

 

 

2020 has been a big year for AWE with a wide range of events and networking opportunities being offered to the network. Bringing together our diverse AWE members across Australasia is a huge focus for the AWE Committee and the various challenges that were felt across the globe during 2020 made this even more important. Self-care, learning and connecting were all themes which ran through the various events held across Chapters and the broader network this year.

AWE Network events and networking opportunities are an AWEsome opportunity to connect with other members and learn more about the diverse and fascinating women that play a role in emergencies across Australasia. There will continue to be events held in 2021 and all members are encouraged to reach out via the various social media avenues and connect with other members, whether you have a question, article to share, exciting announcement or you are purely wanting to meet a fellow AWEsome woman to share a coffee and a chat.

AWE Conversation #6 – Associate Professor Valerie Ingham


In November, AWE Committee Member Lisa Marie Jackson was honoured to host a conversation with Valerie Ingham, Associate Professor and lecturer in Emergency Management at Charles Sturt University.

Val is a founding member of the Disaster and Community Resilience Research Group and her research interests include community resilience, disaster recovery and the tertiary education of emergency managers and fire investigators. Over the last few years her research has focussed on highlighting the importance of local community organisations in building community connections for disaster resilience, with a particular focus on Bangladeshi and Australian communities.

Here’s a taste of what Val had to say:

“When I commenced at Charles Sturt in 2005 I had to do a snapshot baseline study of students. 15 years later I should repeat that because there were hardly any women. I think part of the reason was most people entering the degree came from an emergency service which was predominately male. Now when we look at current classes anecdotally its 50/50 and certainly as we progress into the Masters and into the Doctorate women are equal or outweigh the male numbers. It’s increasingly a friendlier space, more inviting and a lot of ground has been broken by a lot of brave people and we are all flooding in to take advantage of it.”

National Resilience, Relief and Recovery Agency

On 13 November 2020, the Australian Government announced it will establish a standing national resilience, relief and recovery agency. This is part of the Government’s response to the recommendations of the Royal Commission into National Natural Disaster Arrangements. The new agency will be set up by 1 July 2021 and will strengthen the Government’s ability to support recovery from disasters and emergencies of national significance, and to build resilience.

The Australian Government has announced major reforms as part of its response to the Royal Commission into National Natural Disaster Arrangements.

The Royal Commission made 80 recommendations with over 50 involving the Commonwealth:

  • 14 recommendations directly targeted to the Australian Government;
  • 23 recommendations specific to States and Territories;
  • 41 recommendations that are shared between the Commonwealth and States and Territories;
  • 2 recommendations specifically focussed on the Insurance Industry and the Australian Building Code Board.

In the face of the unprecedented 2019-20 Black Summer Bushfires, the Royal Commission made clear that there is a need for a genuinely national approach and a greater role for the Commonwealth to support states and territories to prepare for, respond to, and recover from natural disasters.

The package of Commonwealth measures to enhance and strengthen our emergency response and recovery capacity includes a number of interlinked reforms and provides strong leadership on all hazards emergency management and natural disaster risk reduction:

  • legislation to give the Australian Government the power to declare a national emergency to help mobilise Commonwealth resources and help tackle the challenges states and local communities may face
  • establish a National Emergency Management Ministers Meeting which will be initially responsible for driving and coordinating implementation of the Royal Commission’s recommendations
  • enhance and strengthen national coordination arrangements within Emergency Management Australia (EMA) to streamline requests for Australian Government assets to assist states and territories in their preparation and response to disasters
  • National Resilience, Relief and Recovery Agency
  • Resilience Services function to provide enhanced climate and disaster risk information and services to meet the information needs of the enhanced Emergency Management Australia, and the proposed National Resilience, Relief and Recovery Agency

The new National Resilience, Relief and Recovery Agency will initially incorporate the functions of the National Bushfire Recovery Agency, established in response to the Black Summer bushfires. It will also integrate the functions of the National Drought and North Queensland Flood Response and Recovery Agency, and the disaster recovery and risk reduction functions within the Department of Home Affairs.

National Bushfire Recovery Agency Updates

The NBRA has released the Journey to recovery, a publication that outlines how individuals, governments, communities, and private and not-for-profit sectors will continue to work towards longer-term bushfire recovery.

Applications for bushfire recovery grants and concessional loans for small businesses, primary producers and non-profits are closing in December. Check the website for details.

Australian Seasonal Bushfire Outlook: December 2020 – February 2021

Australia’s climate is now under the influence of La Niña, and as a result the landscape and weather conditions continue to be vastly different to the previous two years. See the full details in the Australian Seasonal Bushfire Outlook: December 2020 – February 2021.

Weather conditions for the year to date, and the summer climate signals, mean that large parts of New South Wales west of the Great Dividing Range face above normal fire conditions, as well as grassland areas of the ACT and into north eastern Victoria. Grass and crop fires are the main concern in these locations for the summer months as the growth dries out in the warmer weather.

Western Australia has largely missed out on the rainfall in 2020 and conditions are very dry, with parts of the south and south west coasts expecting above normal fire conditions through summer.

Fire is a regular occurrence across Australia, and it is important to remember that areas designated as normal fire potential will still see fires. Normal fire risk does not mean there is no risk.

VCOSS Bushfire Recovery Project


The Victorian Council of Social Service (VCOSS), peak body for the community and social service sector in Victoria, has commenced a range of initiatives under its new VCOSS Bushfire Recovery Project.

Initiatives include:

  • A new series of Disaster Recovery Conversations and Disaster Recovery Bulletins targeted to community organisations to be delivered throughout 2021. Subscribe now.
  • Development of a new Evaluation Framework to measure the contribution of community organisations in emergency and disaster recovery
  • Publication of a new report to showcase effective collaborative, place-based emergency and disaster recovery initiatives
  • Joint establishment of new cross-sector collaborative to promote, support and increase community-led resilience across Victoria
  • Publication of a new research report to identify the emergency and disaster recovery needs of remote communities.

This project is for:

  • Organisations in areas affected by the 2019-20 bushfires
  • Organisations that have experienced previous emergency or disaster events
  • Organisations that are interested in preparing for future events.

World Meteorological Association -2020 on track to be one of three warmest years on record

Climate change continued its relentless march in 2020, which is on track to be one of the three warmest years on record. 2011-2020 will be the warmest decade on record, with the warmest six years all being since 2015, according to the World Meteorological Organization.

Ocean heat is at record levels and more than 80% of the global ocean experienced a marine heatwave at some time in 2020, with widespread repercussions for marine ecosystems already suffering from more acidic waters due to carbon dioxide (CO2) absorption, according to the provisional WMO report on the State of the Global Climate in 2020.

The report, which is based on contributions of dozens of international organizations and experts, shows how high-impact events including extreme heat, wildfires and floods, as well as the record-breaking Atlantic hurricane season, affected millions of people, compounding threats to human health and security and economic stability posed by the COVID-19 pandemic.

Despite the COVID-19 lockdown, atmospheric concentrations of greenhouse gases continued to rise, committing the planet to further warming for many generations to come because of the long lifetime of CO2 in the atmosphere, according to the report.

The Royal Commission into National Natural Disaster Arrangements has published its report. The report includes more than 80 recommendations to improve Australia’s national disaster arrangements.

16 Days of Activism Against Gender-Based Violence
From 25 November to 10 December, we recognise 16 Days of Activism Against Gender-Based Violence.

The 16 Days of Activism against Gender-Based Violence is an annual international campaign that kicks off on 25 November, the International Day for the Elimination of Violence against Women, and runs until 10 December, Human Rights Day. It was started by activists at the inaugural Women’s Global Leadership Institute in 1991 and continues to be coordinated each year by the Center for Women’s Global Leadership. It is used as an organising strategy by individuals and organisations around the world to call for the prevention and elimination of violence against women and girls.

In support of this civil society initiative, under the leadership of the UN Secretary-General, António Guterres, the United Nations Secretary-General’s UNiTE by 2030 to End Violence against Women campaign (UNiTE campaign) calls for global actions to increase awareness, galvanise advocacy efforts, and share knowledge and innovations.

On International Women’s Day (IWD) 2021, UN Women Australia will launch our 10-year gender equality acceleration campaign: Every. Day. Women.

On Friday 5 March join one of five live events in Sydney, Melbourne, Canberra, Brisbane and Perth. UN Women’s theme for International Women’s Day 2021 is Women in Leadership. New in 2021, we are delighted to concurrently live stream the events to an interactive virtual platform, so you can join us from anywhere across Australia.

At our official IWD events, you will hear incredible stories from women who inspire, lead and are committed to making a difference every day.

Bushfire Recovery Project
Trauma-related training for emergency services personnel

As part of the Australian Government’s Mental Health Supports for Bushfire Affected Australians package, the Department of Health has engaged Phoenix Australia – Centre for Posttraumatic Mental Health to deliver training programs to aid frontline workers in order to better support community members affected by the recent 19/20 bushfires across Australia.

This training has been designed to equip and inform emergency services personnel to:

  • Support community members recovery from bushfires
  • Promote their own resilience and psychological recovery from the bushfires
  • Support the resilience and wellbeing of their teams and organisations

To achieve these aims, two evidence-informed online self-paced training packages will be freely available to eligible staff:

  • Trauma Informed Care (TIC) resources and training programs to aid frontline emergency personnel. General information about TIC can be found here.
  • Psychological First Aid (PFA) resources and training programs to managers and supervisors of frontline emergency personnel affected by the bushfires in order to support their employees and their own resilience and wellbeing. General information about PFA can be found here.

Phoenix Australia will be making direct contact with a number of emergency services organisations contacts in the coming weeks and months. You can also submit an Expression of Interest form if you or your organisation would like to be considered for free access to these programs. Some organisations may be able to access this training face-to-face in 2021.

 

 

 

 

NSW Rural Scholarship


Future Women and the NSW Minister for Women, The Hon. Bronnie Taylor, MLC, are encouraging current and future female leaders from rural, regional and remote New South Wales to enter our scholarship program.

Twelve women will receive access to a series of leadership development opportunities as part of the 12-month Future Women Platinum+ program.

Each scholarship is valued at $5,500 and includes travel costs to attend the Future Women Leadership Summit on March 9 & 10, 2021 in Sydney to celebrate International Women’s Day.

Other signature activities include a 2-week virtual leadership training program, small group mentoring, leadership webinars and a lifetime Red membership.

Eligible applicants must be aged between 18 and 39 years old and reside in rural, regional or remote NSW.

The Anne Kantor Young Women Environmentalists Fellowship program

The Anne Kantor Young Women Environmentalists Fellowship program is a graduate-style program open to young women aged 18 to 27 years who wish to gain experience and develop skills in policy, research and advocacy on environmental, climate and energy issues. The program provides a unique opportunity to gain on-the-job training with environmental, climate and energy research or advocacy-based non-government organisations in Australia. Fellows will develop a broad understanding of how environmental, climate and energy research or advocacy-based non-government organisations work, learn how to turn ideas into impact and how environmental, climate and energy public policy actually gets made in Australia.

The Anne Kantor Fellowship welcomes applicants from diverse backgrounds, including Aboriginal and Torres Strait Islander women, women of colour, and those from regional or rural communities.

Inclusive Disaster Risk Reduction Policy Tracker

The Inclusive Disaster Risk Reduction Policy Tracker has been launched in association with the Women’s Resilience to Disasters (WRD) Knowledge Hub (part of UN Women).

The tracker provides an overview of UN Member States policies and strategies which are either focused on or make mention of, marginalised groups. The aim of which is to ensure that traditionally marginalised groups in DRR (women, children and youth, persons with disabilities, poor people, migrants, indigenous peoples and older people) remain at the forefront of policymakers minds and are included in any DRR or disaster-related policy or practice.

The tracker itself will be a living document and will be updated as and when we receive any information from governments, NGOs or others on policy and/ or legislation that has a marginalised group focus.

Please share widely. It’s been designed to offer an overview of the current state of play with regards to inclusive DRR but also to be useful to academics, researchers, policymakers and practitioners.
